Getting out of the technological swamp!

To day I found the inspiring article on business week “Does Silicon valley still mater” http://www.businessweek.com/technology/content/jun2009/tc20090622_648668.htm it is inspiring for such a people like me who are responsible for innovative economy development in low tech competence regions. The only possibility for us is to attract creative people, so I ma trying to find out what is really motivating entrepreneurs and what should be proposed to motivate those people establish them selves in low cost but at the same time lower competence regions.
